SDHF Roundtable Series Presents: Opportunity, Economic Equity, and Employment in the Affordable Housing Sector

Hosted by the San Diego Housing Federation and US Bank

The San Diego Housing Federation is committed to a long-term initiative to connect communities of color and youth to career pathways in the affordable housing sector. Help us in the early stages of this forward-looking program by joining us at this Roundtable, our initial information gathering.


The program will include an overview of the goals of this equity-focused initiative, highlights of a proposed property management training and mentorship effort, and an information gathering led by Tina Ngo Bartel, Director of the Center of Excellence for Labor Market Research for the San Diego & Imperial Counties Community Colleges. Joining the panel is also, Michelle Sites. Ms. Sites has worked at ConAm Management for over 13 years and been instrumental in implementing policies and procedures, managing a team and focusing on achieving goals.


Attendees are asked to come prepared to talk about their workforce needs with the various specialties in our affordable housing sector. The information gathered will provide a platform for development of education and outreach programs to build a strong, multi-faceted, mentorship-based recruitment program.

Speaker Biographies:

Tina Ngo Bartel

Ms. Bartel has eight years of analyzing labor market trends and her research has brought in more that $20 million in grants to San Diego County for training programs. Ms. Bartel is currently the Director of the Center of Excellence for Labor Market Research for the San Diego & Imperial Counties Community Colleges. The organization provides community colleges reports and tools designed to assist them in planning their curriculum in order to remain responsive to the changing workforce environment. Prior to her work with the community college system, she ran the research and business programs departments at the San Diego Workforce Partnership - the local Workforce Development Board (WDB) which funds youth programs that provide work readiness training to youth from low-income households as well as at-risk youth with the goal of preparing them to pursue better opportunities. Ms. Bartel holds a Bachelor Degree in Political Science and East Asian Studies from the university of California, Los Angeles and a Master’s degree in International Management from the University of California, San Diego. Ms. Bartel is also a certified Management Professional (PMP, where she helps stakeholders execute projects and make decisions backed by data and research.

Michelle Sites

Ms. Sites currently oversees the operations of multiple apartment communities within San Diego County. She began working in the affordable housing industry in 1997 and remains committed to providing quality affordable housing within the region. Ms. Sites has worked at ConAm Management for over 13 years and been instrumental in implementing policies and procedures, managing a team and focusing on achieving goals. Ms. Sites also currently serves on the SDHF board.
