TCAC Issues Draft Regs, Hearing Tuesday


The California Tax Credit Allocation Committee (TCAC) has issued draft regulations that amend the state's Qualified Allocation Plan (QAP).  The amendments describe how TCAC will disperse the $325 million of federal gap financing and a similiar amount in tax credit exchanges available through the federal stimulus legislation.  There is also a proposal for a new tiebreaker
 
Hearings are scheduled throughout the state, including a session in Los Angeles Tuesday beginning at 1 p.m.  SDHF will provide comments on the regulations at this hearing.  Please offer any suggestions for SDHF comments to Tom Scott by mid-day Monday at tom@housingsandiego.org.

 

HCD Issues TOD, Infill Changes

 
The California Department of Housing and Community Development (HCD) has announced changes to applications for the next round of Transit Oriented Development(TOD) and Infill Infrastructure grants (IIG).  Both programs will require that applications be from jurisdictions with approved housing elements certified by HCD by April 1 or June 3, 2009. Update on Stalled State Funds


The Pooled Money Investment Board (PMIB) met in Sacramento this week and SD affordable housing developers were on hand making the case for putting housing at the top of the priority list for state funds as they become available.  The State Treasurer is planning a $4 billion bond issue next week and, depending on the market's response, another issuance of approximately $1.5 billion in late April.  The PMIB approved making $500 million available of the $4 billion for "high priority projects".  These will be recommended by the Department of Finance (DOF).  The PMIB will consider DOF's priority recommendations at a special meeting scheduled Friday, April 3. 
 
Affordable housing will have plenty of competition for these funds as there are other PMIB funding needs around the state (transportation, highways, hospitals, schools, universities, etc.). The Department of Housing and Community Development (HCD) has compiled a list of housing funding needs. They've reported that approximately $320 million is needed from the PMIB to meet project commitments for the three-month period of March-May 2009 and an additional $250 million for the three-month period of June-August 2009.

Letters are still needed to legislators asking them to contact the PMIB (Director of Finance, State Treasurer and Controller) requesting them to put housing first in determining how the $500 million will be allocated. Galante Going to HUD


BRIDGE Housing President and CEO Carol Galante has been appointed as Deputy Assistant Secretary for Multifamily Housing Programs at the U.S. Department of Housing and Urban Development (HUD). As Deputy Assistant Secretary, Galante will be responsible for HUD's financing support for the development and preservation of privately-owned rental housing (a current portfolio of over $58 billion) and will be integral to several new initiatives that promote sustainable development.
 

Supportive Housing Services Call Tuesday

 
On Tuesday, March 24 from 11 a.m. to 2:30 p.m. PDT, the National Alliance to End Homelessness and the Corporation for Supportive Housing (CSH) will co-host a free web-based conference call on the recent SAMHSA request for applications. The Substance Abuse and Mental Health Services Administration (SAMHSA) grants provide an opportunity to fund services in supportive housing. SAMHSA staff will make a brief presentation and be available to answer questions on the call. SAMHSA has recently released requests for applications for both of these programs and this call will help clarify SAMHSA's application procedures. Section 8 Vouchers Available for Vets


Section 8 vouchers are available for homeless veterans in San Diego.  The catch is that a vet must be referred by a VA case manager (do not call the San Diego Housing Commission directly for these housing vouchers). There are nearly 100 available with more potentially on the way since this program has been designated for most of the budgeted growth in the Section 8 voucher program.  A full description of the current HUD Veterans Affairs Supportive Housing Program (VASH) is available here.
