TCAC Hearings Postponed


Hearings have been postponed one week on proposed TCAC regulations to implement the Tax Credit Assistance Program (TCAP) and tax credit exchange program.  TCAP provides $325 million in HOME gap financing to California through provisions of the American Recovery and Reinvestment Act of 2009 .  Approximately $287 in cash will be available for the exchange. The proposed regulations will modify the state's Qualified Allocation Plan (QAP). The "first draft" regulations are expected to be released on Tuesday and will be posted here. The regulations are tentatively set to be adopted April 30.

Letters Needed on Stalled State Funds

 
Our message is simple: "Release housing funds first!".  Please be sure you send this message to the State's Director of Finance Michael Genest, State Treasurer William Lockyer, Controller John Chiang, and San Diego County legislators. Genest, Lockyer and Chiang are members of the California Pooled Money Investment Board which is responsible for allocating funds collected from state revenue sources.  Because most payments from the fund have been frozen, affordable housing developments across the state are stalled.  Some cannot begin construction and risk the loss of other leveraged funds. Other projects are underway or have completed construction and are ready to convert to permanent financing. 
 
State Treasurer Bill Lockyer today announced California's nine-month absence from the general obligation (GO) bond market will end later this month with a $4 billion deal. This offering will not be sufficient, however, to fund the hundreds of state highway and transportation projects, K-12 education, universities and other construction-related developments that have been frozen awaiting California's ability to return to the bond market. The Pooled Money Investment Board is meeting in Sacramento on Wednesday morning so it is important that your letters get to PMIB members before then.


Mayors Discuss Keeping Cities Great

 
Chicago Mayor Richard Daley and former Mayor of Bogotá Enrique Peñalosa will lead a discussion on "The Upside of Down: How to Keep Our Cities Great" at 7:30 a.m. Friday, March 20 at the Forum Auditorium on the Scripps Institution of Oceanography campus of the University of California, San Diego. The event is free but you must register in advance by contacting Robin Wittman of UC San Diego Extension by emailing rwittman@ucsd.edu. Free parking is available at the Birch Aquarium at SIO with shuttles to the Forum Auditorium.
 
The moderated discussion will cover the views of two mayors who have catapulted their cities to international acclaim. Just two weeks before making his presentation to the International Olympic Committee, Chicago Mayor Richard Daley will share how his city has moved from "second city" status to global city status for the Olympics and beyond.  Enrique Peñalosa will share the bold moves he made to position Bogotá, Colombia as a model of enlightened planning for the world.


Save June 11 for Awards Event

 
SDHF's 14th Annual Affordable Housing & Community Development Recognition Awards event will take place on Thursday, June 11,  at the Handlery Hotel & Resort in Mission Valley. The theme of the event is "Honoring Commitment to Community" and will recognize the outstanding people and projects in affordable housing from 2008. The event includes a cocktail networking hour, silent auction and awards program and runs from 5 p.m. to 7:30p.m. The nominations will open in early April, and will be announced here when they are open. In addition, information about donating to the silent auction and sponsorship opportunities will be coming very soon. Please be sure to watch Awards Event on the Federation's web site for the latest information.
