Apply Now for Green
Grants |
Enterprise Green Communities has announced their
Fall 2009 Green Communities Grant application
round. Grant awards of up to $75,000 per project
will be available to support the planning and
construction of green affordable housing. Affordable
housing developers are invited to submit a Letter of
Inquiry (LOI) by Friday, October 23. Approximately 30
applicants will be selected from the LOI and invited to
complete a full online application for funding. Final
grant awards will be announced in December 2009. Further

Water Submetering Ordinance
Revised |
A draft ordinance requiring piping -- but not
submeters -- in all new affordable multifamily
construction in the City of San Diego was approved after
revision by the City Council's Natural Resource
& Culture Committee this week. Revisions were
recommended to the portion of the ordinance that
would require retrofitting multifamily rehabs
for submetering if 50% or more of the domestic potable
water piping is replaced. The Committee asked
staff to revise the ordinance before presenting it to
the Planning Commission and the full Council.
Revisions would change the requirements on
existiing apartments to require piping for submeters
if:
-- 65% of the interior potable water supply piping
is being replaced in a building having three or more
dwelling units and which is plumbed using a horizontal
loop (vertical plumbing configurations would be
exempted); -- the building was constructed after 1998
when the plumbing code changed to require individual
shut-off valves, assuming there are no more than two
shutoffs to a unit; -- the total piping
that is being replaced exceeds 65% over five
years.

partners and City staff on clarifying language in the

Write Congress for Tax Credit
Reform |
Please contact your Members of Congress and the
U.S. Senate (a list of the SD members is here) to
urge them to support the consensus proposals for
upcoming tax legislation. These proposals
would stimulate and maintain Housing Credit
investment while ensuring that desperately needed
affordable housing continues to be built in the short
term. Congress will soon take action to consider
extending the expiring first-time homebuyer credit and
other expiring tax provisions, and we need the support
of as many House Ways & Means and Senate Finance
Committee members as possible to ensure these proposals
are included in that upcoming tax
bill.

MASH Workshop
Wednesday |
The Center for Sustainable Energy is sponsoring a
workshop Wednesday, October 14 from 9 to 10:30 a.m. on
the Multifamily Affordable Solar Housing (MASH) program.
MASH is a solar PV incentive program available to
existing multifamily affordable housing. There are
several innovative components of MASH, including a new
utility tariff that will allow credits from a solar
system to be distributed to meters throughout an
affordable housing complex. Another new approach will
allow applicants to bid for higher incentives through a
competitive grant proposal format. The workshop will
cover program details, the application process and how

Winter Shelter Site

The San Diego City Council will again consider a
site for the winter shelter for the homeless on Tuesday.
The voiceofsandiego.org has published a new
list of sites for consideration after the Council asked
that alternatives other than downtown be
presented. Homeless advocates and city staff have
argued that the shelter should be downtown near services
for the homeless.

Letters Needed on Council on
Homelessness |
Housing California, the Corporation for Supportive
Housing and other advocates are asking the Governor to
create a California Interagency Council (IHC) on
Homelessness. Thirty-three other states and the
federal government have interagency councils to better
coordinate homeless programs and services, particularly
important in light of today's scarce resources for
safety-net programs. An ICH can help the state use
resources more effectively, tap into more federal funds,
and coordinate state policies with regional, local, and
stakeholder input. For details and a sample letter,
