Federation's 14th Annual Affordable Housing Awards Event
last night. Attendance broke past records while
the Silent Auction hit a new high. Special thanks to
Maria Velasquez, Vice President of Community Relations
and Communications at the SD Housing Commission, for

City Considers
Requiring Water
Submetering |
The City of San Diego's Ad Hoc Committee on Water
Submetering, charged with making recommendations to the
City Council's Commitee on Natural Resources and
Culture, will meet on Wednesday, June 24 in Conference
Room 3A, on the third floor of the City Administration
Building. The meeting begins at 10 a.m.
The Committee is discussing technical aspects of
water submetering in new construction and older
multifamily communities (built after 1998) located in
the City of San Diego. The Federation's Policy Committee
has recommended that the Board support the San Diego
County Apartment Association's position on submetering
but there's more to learn about further implications for
affordable housing. Anyone interested in becoming

LU&H Considers Fee Deferral,
Map Extension |
The San Diego City Council's Land Use & Housing
Committee will consider two proposals from the Mayor on
Wednesday. The first item is a proposal to
grant an automatic
two-year extension to a 3-year Tentative Map
approval. It will also extend building and other permits
to a maximum of 2.5 years.
The second item proposes to defer FBA and
DIF fees from building permit issuance to final
inspection. The FBA fee deferral will sunset in 2 years
for all projects other than affordable housing. The DIF
fee deferral will be permanent.
The committee meets on Wednesday, June 17 at 2 p.m.
in the 12th Floor Committee Room at 202 C Street. The

CCDC Proposes New
Guidelines |
The Centre City Development Corporation has
proposed new affordable housing guidelines for
consideration at their Board meeting next
week. The proposal goes beyond the underwriting
guidelines adopted in 2007. These guidelines establish
new threshold criteria by project type, amenities,
location, ownership structure, among others. It also
identifies specific projects/sites to be funded
2010-2012. The CCDC Board is expected to act on these on
June 17 at the 1p.m. Board meeting. The proposed

TCAC Posts ARRA Program
Applications |
Requests are due to The California Tax Credit
Allocation Committee (TCAC) by July 1 for cash in lieu
of 9% credits for those holding a 2007 or 2008
reservation AND State tax credits that have been unable
to secure an equity investor.
TCAC also has announced that $25 million in ARRA
funds are available for gap financing for projects that
currently have a 2007 or 2008 9% tax credit reservation
with a committed equity partner, but still have a
funding gap. Those holding state and federal credits may
compete for the funds and these applications are also
due by July 1 to be considered for the August 5th TCAC
meeting.
TCAC is awaiting federal Department of Housing and
Urban Development (HUD) approval to use Tax Credit
Assistance Program (TCAP) funds for cash in lieu of
credits for those holding 4% reservations. For the

Energy Grant Extension
Possible |
Communities struggling to meet the U.S.Department
of Energy's (DOE) Energy Efficiency Community Block
Grant (EECBG) grant deadline (June 25), can
file an extension (Form424) on or before June 25
if they receive direct formula funds. The
extension gives local government applicants
120 days to develop a more robust community energy plan
to create green jobs, promote energy efficiency and
reduce carbon emissions. As part of the deal DOE
will even advance up to a maximum of $250,000 to support
energy plan development. For more information, click here.
The Energy Efficiency and Conservation Block Grants
Program offers states and local governments about $2.8
million in direct formula grants. EECBG grants can be
used to reduce energy use and fossil fuel emissions and
for improvements in energy
efficiency.

SANDAG Seeks Volunteers for RTP
& RCP Update |
|
SANDAG is seeking public volunteers for its
Regional Planning Stakeholders Working Group (SWG). The
SWG will act in an advisory capacity on the development
of the 2050 Regional Transportation Plan (RTP) and its
components, and laying the foundation for the next
Regional Comprehensive Plan (RCP) update and the SB 375
Sustainable Communities Strategy.
The 2050 RTP is scheduled for adoption by the
SANDAG Board of Directors in 2011. The SWG provides a
unique opportunity for SANDAG to involve citizens with
expertise in subject matter areas of regional interest
as well as individuals who reflect the demographics of
the region, with particular emphasis on communities that
are not traditionally involved in the regional planning
process. Consider applying here if you
are interested. The application deadline is
Monday, June 22, 2009.
