Stories Needed on Impact of
Redevelopment Take |

We've been asked to quickly put together a list of
problems our members are likely to face as a result of
the massive redevelopment "take" enacted with the recent
budget deal (see the August issue today of Housing
and Community Development News.) We are especially
looking for stories of projects with Prop. 1C awards
that could lose anticipated RDA funding. Please send in

Affordable Housing Parking Study

The San Diego City Council unanimously approved
$220,000 Tuesday night for an independent parking study
to determine current parking use in affordable rental
communities. The study consultant will also make
recommendations regarding revisions to current city
parking ratios and standards. It is expected that the
study and final report recommendations will take two
years to be completed.
The study was requested by the Planning
Commission and Land Use and Housing Committee in
August 2007 after SDHF presented a survey of 20
affordable developments showing that on average only 47%
of the required parking was in use during peak
hours. At that time, City staff estimated that in
a tyical affordable development, 10 additional units
could be created by reducing the parking standard from
1.8 per DU to 1.5 per
DU. |

Draft Density Bonus Ordinance
Released |
The County's draft Density Bonus Program, which
would amend the Zoning Ordinance to make the County's
Density Bonus provisions consistent with state
requirements, is available for comment. The
amendments also include a local Affordable Senior
Housing Program that will allow the County to sunset
Board policy I-79 and revise the General Plan Regional
Land Use Element policy 3.6. The

Housing Commission Issues
RFPs |
The San Diego Housing Commission has posted RFPs to
be funded by the Homelessness Prevention and Rapid
Re-Housing Program (HPRP) funding from the ARRA stimulus
funding. The RFPs are:
- Legal Services for Low Income Individuals &
Families
- Credit Counseling for Low Income Individuals &
Families
- Organizations to Provide Referrals for Housing
Assistance for Low Income Individuals & Families
- Non-Profit Organizations to Provide Service
Coordination for Housing Low Income Individuals &
Families

HUD Deputy Sec'ty Press
Conference Tuesday |
U.S. Department of Housing and Urban Development
(HUD) Deputy Secretary Ron Sims will hold a press
conference on TUESDAY, August 4, 2009 at 6th & Cedar
in downtown San Diego, the site of the Cedar Gateway
project being developed by Squier Properties.
Cedar Gateway is receiving $14,024,415 from the
American Recovery and Reinvestment Act (Recovery Act)
via the State of California. California is receiving
$326 million from HUD under the TCAP program to jump
start affordable housing developments stalled by
financing shortfalls.

TCAC Delays Bond Project
Approvals |
TCAC is scheduling a special meeting for Wednesday,
August 26, to consider tax exempt bond applications and,
therefore, has removed them from their August 5 agenda.
This meeting will follow CDLAC's regularly scheduled
August meeting that day. A revised August 5th TCAC
Meeting agenda has been posted here. Note
that TCAC also received many applications for four
percent (4%) tax credits in June and July. Staff will
not take any of those applications to the Committee at
the August 26
meeting. | |
