Council Considers Parking Study Funding

The San Diego City Council will hear a proposal Tuesday afternoon to pay for the long-awaited affordable housing parking study. The action being considered is to transfer $220,000 to amend the City Planning and Community Investment (CPCI) budget.  The funds will come from the San Diego Housing Commission and the Redevelopment agency.

The purpose of the independent parking study is to assess actual parking demand in affordable housing communities and to propose parking ratios and standards based on that. A consultant and a Project Working Group have been identified so the two-year project can be underway once the funds are secured. Please let the members of the City Council know that it is important to complete this study so that funds being wasted on excessive parking requirements can be used to produce much-needed affordable homes. The meeting begins at 2 p.m. in the City Council chambers.

Comments Due on Parks Program

A draft of guidelines for the State's Housing-Related Parks Program has been released by HCD.  The program is designed to encourage cities and counties to develop new residential housing by rewarding those jurisdictions that are in compliance with State housing element law and that approve housing affordable to lower-income households.

Housing starts for new affordable housing units determine a jurisdiction's eligibility. Minimum grants are $75,000 and are based on the number of units of affordable housing that are created. Grant funds must be used to create or rehab parks or to purchase park equipment. Comments on the draft guidelines are due by July 28.
