Comments Due on Parks Program


A draft of guidelines for the State's Housing-Related Parks Program has been released by HCD.  The program is designed to encourage cities and counties to develop new residential housing by rewarding those jurisdictions that are in compliance with State housing element law and that approve housing affordable to lower-income households.
 
Housing starts for new affordable housing units that meet the affordability requirements for extremely low, very low- or low-income households determine a jurisdiction's eligibility. Minimum grants are $75,000 and are based on the number of units of affordable housing that are created. Bonus points and additional grant funds are determined by neighborhood park deficiency, progress on achieving RHNA goals, the level of affordability, and infill projects. Grant funds must be used to create or rehab parks or to purchase park equipment. Comments on the draft guidelines are due by July 28.


Fall Conference Proposals Due July 27

 
A reminder that submissions for workshops at the 2009 SDHF Affordable Housing and Community Development Conference are due Monday, July 27. There will be 18 sessions across six tracks on Thursday, October 15.   The conference theme is Navigating for the New Housing Frontier. Program proposals are due no later than July 27 on the typable submittal form available here.  If you aren't personally interested in presenting but know someone who'd have great information to share, please pass this link along.  Or, put together a panel to speak to an issue where you have questions and the panel members can come up with the answers.
 
It isn't too late to join the Conference Planning Committee. Contact kelley@housingsandiego.org to let her know you are interested. The next meeting is Thursday, July 30.

NOFA Issued for Homeless Youth Housing


 
The California State Department of Housing and Community Development has issued its Notice of Funding Availability (NOFA) for the Homelessness Prevention and Rapid Re-Housing program. A total of $42.7 million will be granted. Applications are due Thursday, July 30. Grants are at least $300,000 and are targeted to transition-aged homeless youth. A web seminar will be held  Monday, July 20 from 10 to 11 a.m. to review the NOFA and answer questions.  For more information and registration for the webinar, click here.

 

Greenpoint Stakeholders Meet

 
Build It Green is gathering the best thinking from a broad spectrum of stakeholders for GreenPoint Rated for existing multifamily homes.  GreenPoint Rated is the most widely referenced residential green building standard in California and is used by builders and developers for healthy, more durable building and market advantage.  The program currently serves single family new construction, multifamily new construction and single family existing buildings. 
 
It will now address the remaining residential market sector- multifamily existing homes.  This project will consider how ratings are conducted for:
·    high-rise, mid-rise, & low-rise structures
·    ownership & rental structures
·    affordable units & market rate units
·    common areas & individual units

Internet as an Amenity Workshop Topic

 
One Economy Corporation, the California Emerging Technology Fund (CETF), and the San Diego Housing Federation (SDHF) have announced the San Diego Bring IT Home California workshop. This half-day workshop will offer members of the affordable housing community a comprehensive introduction to the provision of Internet access as a service amenity. The program will include workshops on funding broadband provisions, public policy issues, and different options for providing low-cost internet.  It will be held July 30 at the SD County Office of Education in Linda Vista from 9 a.m. until 12:15 p.m. Click here to register. 4 SD Projects Receive HCD Awards

 
 
The Department of Housing and Community Development (HCD) recently announced more than $714.4 million statewide in Proposition 1C funds to local communities.  However, the awards were accompanied by letters outlining specific conditions since they were issued before the availability of state funding and are contingent on the state's ability to sell bonds.
 
San Diego County award recipients were:
TOD: 
St. Vincent de Paul Villages: 15th & Commercial $6,637,597
Community HousingWorks:  Boulevard at North Park $9,544,695

Infill/Infrastucture:
St. Vincent de Paul Villages: 15th & Commercial $3,089,027
City of San Diego:  Ballpark Village $24,690,880

CalHome Homeownership:
Habitat for Humanity:  G Street Townhomes $320,000

There were no MHP or MHP Supportive Housing awards in San Diego County.
