Funding Needed for Trust

The National Housing Trust Fund, established
last year, still needs a funding authorization for
the $1 billion it expects to provide to construct new
affordable homes for the nation's lowest income
residents. California would get in excess of $193
million of this pool under the proposed allocation
formula. The best hope at this time is putting the
funding into the federal jobs bill in the U.S.

circulated by Sen. Jack Reed, Chris Dodd, and Bernie

Housing California is now accepting Institute and
Workshop proposals for their annual conference April 26
to 28 in Sacramento. View the Workshop Tracks here. Schedule of Events:

Institutes. Intensive, 5-hour training sessions on a
single topic are not part of the General Conference
and additional fees apply to attend.

State Housing Agencies

The Assembly and Senate Housing committees held a
joint hearing Wednesday to assess the condition of the
two state housing agencies. The California Law Project
reported that CalHFA, hit hardest by
the housing crisis and financial markets, said it
expects to begin making loans again. This is a
result of the Federal Housing Finance Initiative, which
assists state housing finance agencies through its New
Issue Bond Program and Temporary Credit and Liquidity
Program. CalHFA ceased mortgage lending more than a year
ago, and is now grappling with its high rate of loan
delinquencies and foreclosures.
Housing and Community Development
(HCD) reported that its biggest headache
is the machinations that prevent its release of $500
million in bond proceeds for projects that are ready for
funding. HCD wants this money on the streets to help
address housing need, the 72% decline in construction
jobs and to boost the number of permits pulled last
year. At 36,000, it was the lowest number since
recordkeeping began after WWII.

Managing and Insuring the Risks of Non-Profit
Housing Development is the topic of the next
Affordable Housing Roundtable. It is scheduled
Thursday, February 4 from 7:30 to 9:30 a.m.
Speakers are Jeffrey Masters from Cox, Castle &
Nicholson, LLP and Bruce Newsom of Binney, Chase &
Van Horne Insurance. They plan to arm attendees with
practical and legal strategies to manage construction
and operational risks in non-profit development.
Participants will learn how to identify and manage
construction and asset management operational risks.

Foundation Pursues Reg'l
Vision |
The San Diego Foundation's Civil Society Working
Group is holding a series of visioning sessions to see
what county residents want the region to be like 50 to
100 years from now. What are the shared values and
priorities for the quality of life of future San
Diegans? What is the natural environment, community,
economic development, housing, health, education,
employment, and cultural and civic life that we desire
for our children's children?
The seventh convening on The Challenges and
Opportunities of Imagining the Future of the Greater San
Diego Region, co- hosted by the El Cajon Community
Development Corporation, will be held Saturday,
January 30 at the Ronald Reagan Community
Cente, 195 East Douglas Avenue, El Cajon 92020.
Breakfast is available at 8:30 a.m. and the program runs
from 9 to 11 a.m. Space is limited. RSVP immediately to

AHP Workshop February

To learn what's new for the Federal Home Loan
Bank's Affordable Housing Program's 2010 Round A and to
learn the essentials of preparing a successful AHP
application, attend one of the AHP upcoming workshops.
The San Diego session, co-hosted by California Bank
& Trust, will be held February 24 at the bank's
Training Department, 9444 Farnham Street, Suite 106, San
Diego 92123. There is no cost to attend - but space is
limited and you must register to attend.
The interactive half-day workshop will provide
the latest information about scoring and other revisions
to the AHP application, and it's designed to share
important insights into scoring criteria, project
feasibility parameters, and analysis of need for
subsidy. Sessions are typically a great opportunity
to network with other affordable housing
professionals. If you cannot attend, register for the webinar version
of the workshop, which will be held on Wednesday,
March 3 beginning at 9 a.m.
