Permanent Source Legislation Stalled
  
The Affordable Homes Collaborative has learned that California Senate President Pro Tem Darrell Steinberg will not be moving SB 500, his bill to establish a permanent funding source for the state's affordable homes programs, this year.  While Senator Steinberg remains committed to the effort to obtain a permanent source, he does not believe this is the year to pursue it in the legislature.
 
The Governor declared a budget state of emergency under Proposition 58, which gives the legislature 45 days to send some kind of solution to the Governor. The legislature will be thrown into budget hearings and negotiations right away to deal with the current year shortfall, and, like last year, we are likely to see several difficult budget negotiations. Entire safety net programs are at risk of ending (Cal Works, IHSS, Healthy Families, etc.) and the Pro Tem believes the focus of the legislature must be to deal with the budget shortfall and its immediate impact.
 

Equity Planning C-3 Topic

 
Citizens Coordinate for Century 3 (C-3) and the San Diego Housing Federation are sponsoring a dialogue Thursday, January 21 entitled "Are the Tides Turning on Equity and
Environmental Justice in San Diego Planning?".  Panelists are Diane Tarkovian, Executive Director of the Environmental Health Coalition; Jennifer Vanica, President/CEO of
the Jacobs Center for Neighborhood Innovation; and Murtaza Baxamusa, Director of Research and Policy for the Center for Policy Initiatives.  Nico Calavita, Professor
Emeritus, Graduate Program in City Planning at SDSU, is the moderator.  Breakfast and registration begin at 7:30 a.m. at the Holiday Inn Embarcadero in San Diego and the program is from 8 to 9:15 a.m. More information is available here. Reservations

Managing Development Risk

 
Managing and Insuring the Risks of Non-Profit Housing Development is the topic of the next Affordable Housing Roundtable.  It is scheduled Thursday, February 4 from 7:30 to 9:30 a.m.  Speakers are Jeffrey Masters from Cox, Castle & Nicholson, LLP and Bruce Newsom of Binney, Chase & Van Horne Insurance. They plan to arm attendees with practical and legal strategies to manage construction and operational risks in non-profit development. Participants will learn how to identify and manage construction and asset management operational risks. Information and registration are here.

 

Planning Cmsn Hears Submetering Ordinance

 
The San Diego Planning Commission will consider a proposed multifamily water submetering ordinance at its 9 a.m. meeting Thursday, January 21.  After considerable negotiation, the proposal would require all new multifamily homes to have water submeters, with the exception of affordable housing. New affordable developments would be required to plumb for submeters but not install them.  Any rehab would have the same requirements although the amount of plumbing replacement that would trigger the retrofit is still to be determined since there are two draft versions of the ordinance. The proposal is scheduled as the last item on the Commission's agenda.
 

Gloria Retains Chairmanship

 
San Diego City Council member Todd Gloria will remain chair of the Council's Land Use and Housing Committee, the first stop for most policies and authorizations regarding affordable housing. Supervisor Pam Slater-Price takes over as chair of the County Board of Supervisors, a post that rotates annually among the Supervisors.
 
Enterprise Offers Tax Credits 101
 
Enterprise Community Partners is offering a webinar Wednesday, January 20 from 10:30 a.m. to 1:30 p.m. (PST) on the Low Income Housing Tax Credit (LIHTC) Program. It is designed for those with little or no experience using the LIHTC and will provide a basic overview of tax credit financing and how the credit works. Participants will be guided through a case study that will highlight aspects of the decision-making processes involved with, and the utility of, the LITHC. USD Plans Course on Entitlements

 
If you are interested in learning more about the entitlement process, consider signing up for the University of San Diego's series "Managing the Entitlement Process".  It will be offered February 2, 9, 18, and 25 from 6 to 9 p.m. Early-bird registration ends January 26.  Nominations Due for Energy Awards

 
Nominations for the prestigious 2009 SANDEEs are due Monday, January 18.  A panel of energy experts and industry leaders will serve on the selection committee.  The SANDEEs are an annual awards event for acknowledging San Diegans who have made a significant commitment to energy efficiency, energy conservation, renewable energy or greenhouse gas reduction.  Nomination information is here.
