A draft version of the
Senate jobs and tax extenders bill was released on
Thursday, February 11. Senate Finance Committee Chairman
Max Baucus (D-MT) and Ranking Member Grassley (R-IA)
introduced the bill, entitled the "Hiring Incentives to
Restore Employment (HIRE) Act". The act includes the
extension of the 9% credit exchange program, but no
other LIHTC fixes. However, Majority Leader
Reid subsequently announced his plan to advance a
smaller jobs bill that did not include the tax extenders
and exchange program extension. Reid suggested that the
extenders could be considered in subsequent tax
legislation. He plans to introduce his bill after the
Congressional recess next week.

Advocates for affordable housing
are working together to collect data about pending Low
Income Housing Tax Credit (LIHTC) projects in
California. This data has been requested by
Congressional staff working on legislation to extend and
expand the 9% LIHTC Exchange to allow the exchange of 4%
Credits in 2010 along with other LIHTC market
improvement measures embraced by a national coalition
including the ability for investors to carryback LIHTCs
and the expansion of eligible investors.

RFPs Released for Trust Fund

The San Diego Housing Commission has released
two RFPs regarding the local housing trust fund:
- Housing Impact Fee Nexus Study to update and
evaluate the Commercial Linkage Fee nexus study and
discuss the economic impacts on business
generation.
- Afordable Housing Best Practices & Funding
Sources - survey comparable cities to see what other
sources are used for AH development.
The results of these studies will be used to
make recommendations about future funding of the San
Diego Affordable Housing Trust Fund, which will be 20
years old on April 16, 2010. The links can be

LISC Accepting Apps for
Developer
Training |

Local Initiatives Support Corporation (LISC) has
announced that it is now accepting applications for its
2010 California Affordable Housing and Community
Development Training Institute (HDTI) for non-profit
community development corporations. Approximately 25
participants will be selected by the Bay Area, Los
Angeles and San Diego LISC offices to participate in
this year-long comprehensive training in affordable
housing development within a community development
context. Applications are due to the San Diego LISC

Housing Related Park (HRP)
Program Guidelines |
The Department of Housing and Community Development
has released the final Housing Related Park (HRP)
Program Guidelines. The HRP Program Guidelines are
available on the Department's website at website. This program provides
funding for parks to local governments that demonstrate
the creation of new affordable homes. It was
authorized under Prop 1C in
2006. |
